Texas Drilling Permits: Week of June 25–July 02, 2026 — RRC Activity Report
The Texas Railroad Commission (RRC) processed 196 new drilling permits during the week of June 25–July 02, 2026. This activity comes amid a period of market volatility, with WTI crude settling at $67.27 per barrel, reflecting a decline of $3.48 compared to the prior close. Despite the price fluctuations, operators continue to secure regulatory approvals to maintain their development pipelines across the state’s most prolific basins.
Permit activity remained heavily concentrated in the Permian Basin, which continues to lead the state in new drilling authorizations. Midland County topped the list with 24 permits, followed closely by Andrews County with 22 permits. Ward County recorded 16 new permits, while Martin and Upton counties saw 15 and 12 permits, respectively. For land professionals and oilfield service providers, tracking these specific county trends is essential for identifying where capital expenditure is likely to be directed in the coming months.
Leading the operator activity for the week was Diamondback E&P LLC, which secured 24 permits. Ovintiv USA Inc. followed with 15 permits, while COG Operating LLC added 14 to its portfolio. Other key players included Greenlake Energy Operating, LLC with 12 permits and Firebird Energy II LLC with 11 permits. These operators are clearly prioritizing high-confidence acreage as they navigate the current pricing environment.
Several high-priority permits were issued during this period that warrant close observation. These include Safari Production Company, Inc. in Duval County (Permit #916672), and multiple permits for Halcon Operating Co., Inc. in Ward County (Permits #916666 and #916667). Additionally, FW Eagle Ford I, LLC secured a permit in Lavaca County (Permit #910754), and Pitts Energy Co. received approval for a new well in Ward County (Permit #916700). While estimated spud dates for these projects remain to be determined, their approval signals continued development interest in these specific lease blocks.
